VI. VACANCIES, TRANSFERS, AND PROMOTIONS

A. All new positions or vacancies in existing positions shall be electronically posted to the Committee's website and notice shall also be sent to those teachers who have provided the Superintendent with an email address. Such positions may also be publicly advertised. Absent extraordinary circumstances, interested employees may apply in writing to the Superintendent within five (5) days of the date of posting or such greater time as the notice shall indicate. Such positions shall be filled with the person deemed most qualified by the Superintendent. However, whenever practicable, the Superintendent shall obtain the advice of volunteer search committees comprised of teachers and other interested persons prior to recommending a hiring action to the Committee.

B. Transfers will be determined primarily on the basis of seniority when employees are equally qualified as determined by the Superintendent. In the case of what would otherwise be an involuntary transfer, a teacher with greater seniority may nevertheless voluntarily accept a transfer.

C. Promotions shall be based primarily on merit as determined by the Superintendent. However, whenever practicable, the Superintendent shall obtain the advice of volunteer search committees comprised of teachers and other interested persons prior to recommending a promotion to the Committee.
