Engaged in the private practice of law

- Duties involve general counseling and litigating on behalf of schools, colleges and universities; conducting comprehensive and selective legal audits; conducting management training for faculty and administrators; performing background investigations on candidates for high-level administrative positions; negotiating collective bargaining agreements.
Representative engagements include:
- Conducting a comprehensive legal audit for a state university and developing an electronic policy manual; conducting impartial personnel fact-finding for a public community college system; representing a private university before the National Labor Relations Board; providing general counsel to a multi-institution public/private study abroad consortium; conducting a selective management audit for a private college; providing general counsel to a not-for-profit children's college scholarship program; acting as hearing officer for the Commissioner of Elementary and Secondary Education.

- Duties involved the investigation and prosecution of persons responsible for the collapse of certain Rhode Island credit unions and banks.
Chief Assistant Attorney General — Civil Division and Counsel to the Attorney General
January 1987 – January 1991
- Duties involved leading a staff of 35 in managing all the non-criminal legal responsibilities of the Department of Attorney General. These included most of the civil litigation involving the State of Rhode Island, Consumer Protection, Environmental Advocacy, and Public Advocacy before the Insurance Commissioner, the Public Utilities Commission and the Federal Energy Regulatory Commission.
- Representative activities included: providing legal counsel to the Governor and other state officers and directors; representing the state and its employees before state and federal courts and administrative tribunals; drafting Official Opinions of the Attorney General; drafting legislation and lobbying for its passage; providing legal counsel to state boards and commissions; drafting administrative agency rules; drafting and negotiating state leases and other contracts; representing the Attorney General before citizens' groups; enforcing the Access to Public Records and Open Meetings Acts and assisting in the internal management of the Department of Attorney General. As Acting Chief of the Appellate Unit, from May 1988 until March 1989, directed the four lawyer group responsible for arguing all criminal appeals before the Rhode Island Supreme Court and habeas corpus petitions before the Rhode Island Federal District Court.
