F. Additional Policy Statements
The purpose of this policy is to establish expectations for compliance with the comparability requirements under Chapter I of the Education Consolidation and Improvement Act of 1981.
1. The Southbridge Public Schools, as a result of operating under contract with two unions, has established a district wide salary schedule for both its certified and classified employees.
2. The Southbridge Public Schools shall adopt an annual budget based on a per pupil cost for all elementary schools in the area of curriculum materials and instructional supplies.
3. The Southbridge Public Schools shall operate in such a manner so as to assure the Rhode Island Department of Education that for purposes of ECIA, Chapter I comparability requirements, teachers, administrators, and auxiliary personnel are assigned/scheduled to school buildings in a manner which may result in equivalence among all schools. The project school student/staff ratio shall be comparable to the non-project or comparison school(s) average student/staff ratio as evidence by Part B, Detailed School Data Report and/or Part A, Comparability Status Report, Chapter I Comparability.
4. The Superintendent of the Southbridge Public Schools shall assure compliance with Rhode Island Department of Education that for purposes of ECIA, Chapter I comparability requirements regarding a (a) district-wide salary schedule, (b) equivalence among handicapped classes in teachers, administrators, and auxiliary personnel and (c) equivalence among handicapped classes in the provision of curriculum materials and instructional supplies, is in compliance with Section 3 (Instructional Programs) and 4 (Supportive Services) of the Education for Handicapped Children Regulations as amended June 24, 1982, and evidenced by Form SE-5, Special Education Module-Services Form.
