ADDENDUM C MEMORANDA OF AGREEMENT/UNDERSTANDING
Coventry School District
The Coventry Public Schools and the Coventry Teachers' Alliance hereby agree to the following terms and conditions for the 2017-2018 school year.
1. Currently, SpecialEducation teachers bid at teacher job fairs In accordance with Article 6-2.5. of the Collective Bargaining Agreement (CBA) for positions either in intensive resource (referred to as self-contained in the CBA) or resource (in-class support/inclusion}.
2. Coventry Public Schools would like to implement a more inclusive model for all students. To this end it would like to assign intensive resource/self-contained teachers and resource/in-class support/inclusion teachers interchangeably.
3. To accommodate this, the parties agree to a pilot program at Washington Oak School for the 2017-2018 school year as follows:
A. The number of specialeducators,special education spaces/classrooms,and special education teaching assistants shall not be reduced at Washington Oak for the 2017-2018 school year.
B. Teachers who currently own the positions of intensive resource/self-contained and resource/in-class support/ni clusion may be used by administration interchangeably for the 2017-2018 school year as all students shall be given the opportunities of a more inclusive model.
C. The Intensive resource classrooms of "Ufe Skills" and "STRIVE" which require the additional teacher certification of special education "moderate/severe" shall not be impacted by this pilot as all teachers are not certified in this area.
D. The district shall create a plan of action for coverage of these co-taught classes when the specialeducator is absent or otherwise unable to be in the classroom.
4. Teachers impacted by the pilot, administrators,and union representatives shall meet throughout the school year to assess the strengths and weaknesses of the pilot and offer suggestions for improvement if the parties so choose to continue the model past the 2017-2018 school year.
5.The pilot shall be in effect for the 2017-2018 school year only. If the parties wish to continue or expand this modelpast the 2018-2018 school year,they shall negotiate contract language that supports such change into the next Collective Bargaining Agreement.
The Coventry Public Schools and the Coventry Teachers' Alliance hereby agree to the following terms and conditions as settlement of the CTA grievance pertaining to teachers reviewing student graduation requirements in violation of the Collective Bargaining Agreement.
The parameters for such settlement are set as follows:
1. Currently the 2016-2017 district calendar provides for two half days for students attending CHS:May 17 and May 18, 2017. The intent of the district was that students would be dismissed at 10:30 and teachers would spend the remainder of each day (until 2:00} reviewing student graduation requirement submissions.
2. The School Committee will revise the district calendar by eliminating the student half day on May 18, 2017 and making it a regular school day for students and teachers (7:10- 2:00). May 17, 2017 will remain a half day for students and teachers will review graduation submissions from 11:15-2:00.
3. The settlement also provides that teachers will review student graduation submissions on April 7, 2017. The district calendar hils students being dismissed this day due to parent conferences at the elementary level. R ather than attend professional development high school teachers will review graduation submissions on Apri17,2017 from 11:15-2:00.
4. This settlement provides for no additional compensation for teachers beyond their 185 day totalsalary. As such teachers will be compensated In compensatory time as the School Committee will further revise the 2016-2017 district calendar to eliminate the district scheduled early release days for students,both in February and in April. Students and teachers will attend classes on these days for the regular school day (7:10-2:00). Further,teachers will attend the March and May Common Planning Time from 12:30-2:00,rather than the normal 3:00 end time. These changes will result in a total of four hours of compensatory time for teachers.
5. The compromises reached for this settlement are in effect for the 2016-2017 school year only. If after this time the district sees a need for teachers to continue to review student graduation requirements, it shall pay teachers at the contractual hourly rate or negotiate new provisions in the next Collective Bargaining Agreement.
