I. Public Employers May Not Bargain Away Their Statutory Rights and Responsibilities. Any Clause of a Collective Bargaining Agreement To The Contrary Is Null and Void. II. Supervisors Are Not Covered by Collective Bargaining and a Government Employer Has No Legal Authority to Ignore the Law. III. Past Practices May Be Enforced Only Under Certain Narrow Circumstances
